those things are a p.i.t.a.

so... first thing. what does your plug look like? how much compression? and, once its been running and you shut it off, do you prime and choke it to restart it? those things are supposed to idle fast. very few of them have a throttle control. as far as the paddles go, they should only engage when you squeeze the lever. if they dont disengage, either the idler arm is stuck, someone put too short a belt on, or the belt is hung up on something.

Alright cool, thanks alot donp!

They did fix it, i brought it to them because i couldnt get it started, they prettymuch just rebuilt the carb and cleaned some other crap, its not broken, it still works, it just is wierd since i have to wait a while after i turn it off until i could start it again.
