the empart site is having some problems. they changed the format all around and its horrible to navigate. i copy/pasted the link so i dont know why its not working. but yes, if that gasket is missing it may cause the problems you are having. it could be sucking air in around the diaphragm.

I took it apart again and there is only the rubber diaphragm between the carb body and the cover. This particular carb is for an ice auger motor. I don't know if that makes it unique. Do you think that the gasket could be the problem?
